The Council of Ministers elected Stanislav Popdonchev – Vice President and Chief Financial Officer of the Bulgarian Industrial Association as a member of the Management Board of the State Fund for Guaranteeing the Stability of the State Pension System (the so-called “Silver Fund”) for 2022, announced from the government press service.
Stanislav Popdonchev replaces Todor Tabakov, according to the rotation principle for nominating a member of the Management Board from the nationally representative employers’ organizations.
The State fund for guaranteeing the stability of the state pension system (SFGUDPS) was established in 2006. The fund’s resources are an independent part of the central budget, respectively part of the fiscal reserve.
The management of the Silver Fund is carried out by the Management Board with 8 members. Its chairman is the Minister of Finance, and its Deputy Chairman is the Minister of Labor and Social Policy.

Stanislav Popdonchev was born on 28 April 1980. He holds a Master’s Degree in Accounting from the University of National and World Economy in Sofia.
He is a certified consultant in optimization of organizational systems and processes in line with REFA Germany methodology.
Since 2003 he is monitoring BIA’s financial and accounting activities, initially as a financial director of “BIC Capital Market” Ltd and as of 2017, as a chief financial director of BIA. Member of the Consultative Council, established by the Executive Director of the National Revenue agency. Member of WG 27 “Financial control and accountancy”, established within the Council for European affairs, managed by the Ministry of finance. He is also a member of the Emloyers’ Group and Commission on Macroeconomics, Budget and Finance of the Economic and Social Council of the Republic of Bulgaria.
Since 1 July 2019 he has been appointed Vice President of BIA, responsible for the organization’s project and economic activities as well as the participation of BIA in the national institutional framework for the governance of EU Structural funds.
As Vice President, Mr. Popdonchev is monitoring BIA’s activities, carried out by the Projects management Center, the National competence assessment center, the Center for Vocational training and qualification and the Center for Information and communication technologies training.
During the course of his professional career, he has gained an extensive experience in consulting companies in drawing business plans, credit and financial rationales, optimizing organizational systems and processes etc. He is also experienced in project management under Operational Programmes "Competitiveness", "Administrative Capacity" and "Human Resources Development".
