BIA STANDPOINT ON DRAFT LAW AMENDING THE LAW ON HIGHER EDUCATION
In recent years, the quality of higher education in the country has been actively discussed in our society. The consensus prevails almost by consensus that higher education (HE) needs reforms to improve the quality of the trained staff, bringing the world standards and the degree of suitability of specialists to the requirements of practice closer.
BIA has repeatedly participated in these discussions with analyzes and proposals. Some of them are for:
- improving the quality of higher education by changing the legal framework based on international standards, criteria and requirements in this area;
- linking the training of specialists with the specific requirements of business and the labor market;
- building sustainable and effective cooperation between universities and business.
In this regard, BIA expresses its positive assessment and support in principle for starting a debate on how the goals set out in the Strategy for Development of Higher Education in the Republic of Bulgaria for the period 2021-2030 will be realized.
The main focus of the draft Law on Amendments to the Higher Education Act announced is the development of connectivity between higher education institutions in the country and the sharing of common resources for training and research in order to achieve higher quality teaching and scientific results, including by offering joint multidisciplinary specialties. However, several important questions remain unanswered. BIA expresses its concerns to the Minister of education and science.
