A single employment record in the employment register of the NRA replaces the paper employment book for working Bulgarians. This is foreseen by changes in the Labour Code. With the introduction of this format, something will happen that should have been a reality long ago. Employers will be relieved of their responsibilities to fill in the details of the concluded employment contract in a paper book, they will stop filling in certificates of social security experience, and they will limit the keeping of paper records of issued employment books. Technologically, this has been possible for quite some time as over 90% of employers submit their documentation to the Revenue Agency electronically. This was said by Maria Mincheva, vice president of BIA for Bloomberg TV Bulgaria.

The main challenges will be for the larger companies, which will have to process the employment books once at a time. "From there on, there may be some 'sicknesses' in the system itself, things that despite discussion are not foreseen."

The single employment record will contain absolutely all the data also contained in the paper employment record. It will record the amount of leave days to which a person is entitled. The employer will also have access to data that has been entered by previous employers.

The "right to disconnect" initiative originated in France, the idea being that when a person leaves their job they are not wanted by their employer.

BIA has conducted research on how well this method works in Bulgaria and whether people feel the need for this to be regulated. The BIA's view is that such regulation is unnecessary because there is not a groundswell of discontent that people cannot leave their jobs.

The main challenge of teleworking for employers is the requirement that they provide healthy and safe working conditions. This problem has so far remained unresolved. At European level, negotiations are under way between European employers and trade unions, which will result in an agreement and will be implemented through a new directive.
