ESC adopts three opinions on June 30th, 2021, which are part of the Council's action plan for 2021.
The plenary session of the ESC adopted an opinion on the "Draft National Health Strategy 2021-2030". The act notes that the lack of consensus between political forces and the lack of continuity and consistency has often allowed conflicting political and managerial decisions. In this opinion, ESC analyzes the challenges and possible solutions, the financing of the health system, hospital care, prevention and outpatient care, drug policy and other aspects and proposes some measures and solutions.
ESC also adopted an opinion on "The economic consequences of the spread of COVID 19 and measures to overcome them." The Council demanded that employment measures be clarified and that employers be exempted from labour costs when their employees are not working due to the actions. Furthermore, according to ESC, it is necessary to impose a price cap to perform a PCR test. Finally, the opinion critically analyzes and evaluates the effectiveness of each of the measures implemented so far.
The third opinion, which ESC adopted at its plenary session, is on the topic "The current system of vocational training, qualification and retraining for adults to assess its compliance with the development of the labour market." ESC shares that in Bulgaria, the share of the adult population with the potential for training and retraining is about 1.4 to 1.9 million adults, depending on the level of digital competencies. Therefore, ESC insists on creating a comprehensive approach to training and retraining of the population. According to ESC, the priority task is to provide comprehensive support to educational and training institutions in the population's digital technologies.
