PROPOSALS OF MEMBERS OF BIA UNDER THE NATIONAL PLAN FOR RECONSTRUCTION AND SUSTAINABILITY OF BULGARIA 2021-2027

SUBJECT: Proposals of members of BIA under the National Plan for Reconstruction and Sustainability of Bulgaria 2021-2027

DEAR MR. BORISOV,

In the course of the meetings held so far between representatives of the government and the employers' organizations, I would like to inform you that BIA organizes a presentation and discussion of the main parameters of the NextGenerationEU instrument among its members. Please find attached the initial proposals for investments and reforms received from various industry organizations, as well as individual members in accordance with the Guidelines of the EC for the preparation of national plans.

In addition, we call for:

• Ensuring full transparency of the process for preparation of the national plan, including providing an online platform in which to publish complete information on the proposals from the various agencies and the private sector, providing the opportunity for feedback from stakeholders;
• Discussion with the social partners and other stakeholders at the individual stages, key significant reforms and appropriateness of project proposals, estimated costs and expected effect on economic growth, jobs, economic restructuring and orientation towards business models and high value-added chains;
• Giving a precise and clear answer and instructions where, in what way, in which priorities and with what projects the individual sectors and enterprises can take part;
• Disclosure of clear rules regarding the national procedures through which the funds will reach the business.
