Regarding the statements of Minister of Agriculture and Food at the end of last week concerning payment of agricultural grants with funds from the sale of public lands, BIA notes that under the Law on Privatization and Post Privatization Control proceeds from the sale of private state property go to the State Budget and their costs is decided by the Council of Ministers.

In this context, we recommend:


1. Minister of Agriculture not to imply the possibilities for a decision before the Council of Ministers has taken a collective decision on the matter.


2. Council of Ministers to discussed the possibility of targeting of revenues from any sale of agricultural land not to grants but for investment for projects for science, education, health, infrastructure, strengthening the Silver Fund and others.
