REGARDING THE DRAFT DECREE OF THE COUNCIL OF MINISTERS FOR DETERMINING THE SECONDARY BUDGET HOLDERS UNDER THE MINISTRY OF EDUCATION AND SCIENCE

Opinion of the Bulgarian Industrial Association (BIA) regarding draft legislative amendments related to NACID

The Bulgarian Industrial Association (BIA) expresses its support for:

1. The Draft Decree of the Council of Ministers amending Decree No. 13 of January 31, 2018, transferring responsibilities for the recognition of educational documents and qualifications from the Regional Education Departments (REDs) to the National Center for Information and Documentation (NACID).
   
   
2. The Draft Regulation amending and supplementing the Rules for the Organization and Operation of NACID, including the expansion of staff by 14 positions to accommodate the newly assigned responsibilities.
   
   

BIA believes that these changes will:

• Facilitate the recognition of foreign secondary education and professional qualifications;
  
  
• Enhance administrative capacity and improve transparency and traceability of procedures;
  
  
• Reduce document processing times;
  
  
• Eliminate barriers to hiring foreign workers;
  
  
• Support the needs of Bulgarian businesses through centralized and standardized procedures.
