Further changes to Regulation H-18 are expected to be published for public commenting within the next days.

"We cannot comment on the topic at this stage," the National Revenue Agency said. The Treasury did not give any official comment.

The upcoming cash register replacement was announced on February 15, 2018 following a scandal in the budget committee in the parliament. It was originally scheduled to enter into practice on the 1st of January 2019. Subsequently, it was postponed to 31st of March 2019.

Facing a massive backlash coming from businesses branches, concerning the problems posed by the change, the Treasury decided to delay the measure again - this time it was postponed to September 30th. However, the private sector continues to argue that this time limit is insufficient and calls for postponement until 31 January 2020 and a delay for e-shops until 31 March 2020.

Even though the Finance Minister Vladislav Goranov stated in Februrary there would be no further delays and compromises, it is likely to happen yet again.

The issue of Regulation H-18 was also referred to the European Commission.

"If delayed, it will be a positive step because of the progress made in the working groups on the ordinance and the positive results on the issues that are being worked on - the elimination of fiscal vouchers for sales from e-credit card shops and software fiscalisation," Yassen Tanev, President of the Business Software Development Association, commented during his interview for “Mediapool”.

Companies that only use a cash register without a sales management software had to replace their handsets by April 1 this year.

The deadline for compliance with Regulation 18 for all VAT-registered companies using a sales management software was extended to September 30th of this year. According to the current rules, as of October 1st , they must issue a bar code receipt through which customers will be able to verify that the relevant sale has been reported to the NRA.
