A three-day workshop with foreign experts shall be held on 15-17 December 2010 in Sofia. The forum is part of a project "Development of Workforce Competence Assessment System by Sectors and Regions" (CASSY) executed by BIA under 2007-2013 Human Resources Development Operational Programme.

 

Mr. Winfried Schwehn from Germany, Mr. Stanislav Avsec from Slovenia and Mr. Israel Weisman from Israel shall present the experience of their countries in the fields of vocational education and training (VET), workforce competence assessment and the possibilities to enhance human resource quality.

 
The forum opens on 15 December 2010 at 15h00 at Thracia Hotel Sofia with a meeting of the project managing team and foreign experts.

 

Three parallel plenary sessions shall take place on 16 December 2010 at BIA (16-20, Alabin Str.) from 9h00 to 15h00 with a lunch break from 12h30-13h30, which shall be dedicated to the experience of each foreign expert.  


Mr. Winfried Schwehn shall participate in the first plenary session which is to put for discussion the following issues:

 

  • The relation between employers' organizations and specialized units for competence assessment;
  • Vocational standards at sector level - how are they put into practice?
  • Instances of sector competence models;
  • Who is financially responsible for the assessment procedures at different levels?
  • The difference between Sector Skills Units and Regional Skills Units;
  • Functions and operation of Sector Skills Committees
  • Miscellaneous  

 

Mr. Stanislav Avsec shall open the second plenary session and address some of the following topics:

 

  • How does Slovenia guarantee vocational education and training quality?
  • How does Slovenia achieve impartial VET assessment and what is the regulation governing the work of freelance outer assessors?
  • How do business and training/education institutions exchange information?
  • How does business identify the demand for particular vocations and occupations (methods, approaches, practices)?

The third plenary session shall be opened by Mr. Israel Weisman who will highlight the Israeli and global experience in developing competence assessment strategies, including separate assessment components and stages.


The forum third day, 17 December 2010, from 9h00 to 12h30 at Thracia Hotel, shall give the floor to closing discussions and wrap up the plenary meetings results.
