DISCUSSION "FAIR DETERMINATION OF THE FEE FOR HOUSEHOLD WASTE”
Discussion "Fair determination of the fee for household waste” will be held on June 7, Tuesday, at 10.00 am, the building of the National Ombudsman (St George Washington 22, Sofia).

Organizer is the Ombudsman of the Republic of Bulgaria Konstantin Pentchev, and to participate are invited MPs, members of the Budget and Finance Committee and the Committee on Regional Policy and Local Government, representatives of the National Association of Municipalities in Bulgaria, and mayors.
The purpose of the discussion is to be identified practical measures to achieve greater equity in determining and paying the fee for municipal waste, which would lead to a clear legislative formulation of the method for determining the fee payable by citizens.
The discussion is organized in conjunction with the concern expressed by Chairman of the Budget and Finance Committee in 41 the National Assembly readiness for change in the legislation regulating this matter.
The problem of how to determine the fee for household waste was brought to the attention of the Ombudsman at the end of March this year when a meeting with Mr Pentchev Executive Chairman of the BIA Danev ask to be brought before the Constitutional Court on the part the wording in the Act on Local Taxes and Fees. As a result, on 14 April 2011 the Ombudsman sent a recommendation to the President of the National Assembly and the Prime Minister to take necessary action to change the Law on Local Taxes and Fees (LTCA) with which to eliminate the possibility of determining the amount the fee for household waste on proportional basis determined by the municipal council. For years, the BIA insists to change the methodology for determining the fee for household waste. House has repeatedly making the proposals to the competent authorities to stop this practice, incl. ready has offered legal texts prepared by its experts, but so far there are no concrete action to change the law and the problem remains unresolved.
We think the levy for waste must take into account the amount of waste generated, rather than tax value or book value of the property. The current method of determining the amount of the fee became virtually a second property tax.
