The Bulgarian Industrial Association (BIA) objects to the assigning of public procurement orders without a tender or competition for candidates which are a 100% owned by the assignors (in-house orders), read the official statement of BIA regarding the drafted concept for changes in the sphere of public procurement. According to BIA, such a decision will lead to the elimination of competition, no possibility for competitive pricing and setting of the contract terms and, as a result, to the danger of draining budget and public funds. At the same time, the employers’ organisation supports the unification of all relevant documents in a single law and the introduction of uniform rules for conducting all public procurement procedures.
BIA has also proposed the separation of the procedure for awarding big public procurement contracts – the preparation of tender dossiers, collection of offers and their evaluation in a separate unit, apart from the assignors.
