Unemployment
In the third quarter of 2025, there were 104.5 thousand unemployed persons, of whom 59.5 thousand (57.0%) men and 45.0 thousand (43.0%) women. The unemployment rate was 3.4%, 3.7% for men and 3.1% for women, respectively.
Among all unemployed persons, 19.4% had attained tertiary education, 56.4% had completed upper secondary education and 24.2% had at most lower secondary education. The unemployment rate by level of educational attainment was as follows: 1.7% for tertiary education, 3.7% for upper secondary education and 9.6% for lower education (lower secondary or less).
In the third quarter of 2025, there were 42.5 thousand long-term unemployed people (unemployed for one year or more), representing 40.7% of all unemployed. The long-term unemployment rate was 1.4%.
Among all unemployed, 22.0 thousand persons, or 21.0%, were looking for job for the first time.
In the third quarter of 2025, the youth unemployment rate (age group 15 - 29) was 8.7% (8.4% for men and 9.2% for women). Compared to the same quarter of 2024, this rate was higher by 1.7 percentage points, by 1.4 percentage points for men and by 2.1 percentage points for women.
Employment
In the third quarter of 2025, there were 2 956.0 thousand employed persons, of whom 1 563.0 thousand men and 1 392.9 thousand women. The employment rate for the population aged 15 years and over was 53.6%, 59.7% for men and 48.1% for women.
In the service sector worked 2 027.5 thousand persons (68.6% of all in employment), in the industry sector - 786.7 thousand (26.6%), and in the agriculture, forestry and fishing - 141.8 thousand (4.8%).
According to the status in employment, the distribution of employed persons was as follows: 5.9% (173.2 thousand) employers, 7.3% (214.8 thousand) self-employed persons without employees, 86.6% (2 558.8 thousand) employees and 0.3% (9.2 thousand) unpaid family workers. Of all employees, 1 886.3 thousand persons (73.7%) worked in the private sector, while 672.5 thousand (26.3%) worked in the public sector. Among all employees, 86.7 thousand persons (3.4%) had а temporary job (with limited duration).

There were 2 825.6 thousand employed persons aged 15 - 64 (1 494.5 thousand men and 1 331.1 thousand women). The employment rate for the same age group was 71.4% (74.6% for men and 68.1% for women).
The employment rate for the age group 15 - 29 was 34.4% (38.2% for men and 30.4% for women).
The employment rate for the age group 20 - 64 was 77.5% (81.0% for men and 73.9% for women). In comparison with the third quarter of 2024, the employment rate (20 - 64 years of age) decreased by 0.1 percentage points.
There were 650.0 thousand employed persons aged 55 - 64, representing 71.9% of the population in the same age group (76.1% of men and 67.9% of women). In comparison with the third quarter of 2024, the employment rate for the age group 55 - 64 increased by 1.8 percentage points.
Economic inactivity
In the third quarter of 2025, there were 2 450.2 thousand economically inactive persons (persons not in the labour force) aged 15 years and over, of whom 994.9 thousand (40.6%) men and 1 455.3 thousand (59.4%) women.
The economically inactive persons aged 15 - 64 were 1 032.8 thousand (452.5 thousand men and 580.3 thousand women), representing 26.1% of the population in the same age group (22.6% of men and 29.7% of women). Among all persons not in the labour force aged 15 - 64, 43.8% were inactive due to participation in education or training. There were 16.6 thousand discouraged persons aged 15 - 64, representing 1.6% of the economically inactive population in the same age group.
