The association is ready to help with expert capacity, assistance and organization in order to speed up the process

The Bulgarian Association for People Management (BAPM) has published an opinion on facilitating the access of refugees from Ukraine to the labor market in Bulgaria. The opinion was signed by Detelina Smilkova - Chairperson of the Management Board of BAPM, and was addressed to the Speaker of the National Assembly Nikola Minchev, Prime Minister Kiril Petkov, as well as to Kornelia Ninova - Deputy Prime Minister for Economy and Industry and Minister of Economy and Industry Georgi Gyokov - Minister of Labor and Social Policy, Boyko Rashkov - Minister of Interior, Teodora Genchovska - Minister of Foreign Affairs, Daniel Lorer - Minister of Innovation and Growth, Bozhidar Bojanov - Minister of e-Government, Hristo Prodanov - Minister of Tourism, Ivan Ivanov - Minister of Agriculture, Smilen Valov - Executive Director of the Employment Agency, and Nikolay Nikolov - Director of the Migration Directorate - Ministry of Interior.

The statement says:

“On behalf of the Bulgarian Association for People Management (BAPM), which is the only professional organization uniting the guild of human resources specialists, we would like to express our support for the efforts of the government and business organizations to facilitate access of refugees from Ukraine to the labor market in our country.

We believe that hundreds of specialists who left their homeland as a result of the latest developments between Russia and Ukraine can find realization in Bulgaria with the support of quick and effective steps for change. This would be not only for the benefit of the people who left their homeland and left their profession, but also for the benefit of our economy.

The Bulgarian Association for People Management is ready to mobilize its more than 2000 members in the field of people management and to help with expert capacity, assistance and organization in order to speed up the process.

In this regard, we are initiating joint meetings between the government and business representatives to consider the possibility of accelerated access of refugees from Ukraine with different levels of education and experience to opportunities for employment in all sectors of the economy - we must think and act comprehensively and with regard to the different capacities that refugees have. We are ready to provide career counseling and psychological assistance, as well as administrative advice. We prepare comprehensive information with vacancies, providing opportunities for implementation, as well as services in the field of human resources (such as consulting, guidance, etc.), which members of the BAPM can provide free of charge.

Regarding the changes needed in the legislation, we are in active dialogue with organizations such as the Bulgarian Startup Association, as well as with major Bulgarian employers' organizations, and support their proposals for optimizing procedures and changes in regulations for third-country nationals, including Ukraine.”
