Because of the tremendous public interest, the Ministry of Finance published a list of contracts worth over BGN 1 million, concluded by public enterprises with suppliers of construction, goods and services for 01.01.2019 - 30.04.2021. As a result, the total number of contracts concluded after a public procurement is BGN 11.505 billion without VAT. The agreements concluded without a public procurement, through the so-called In-house assignment, is BGN 8.087 billion without VAT.
The total amounts do not include contracts with estimated prices and framework contracts, the prices of which are determined by a handover protocol. According to the analysis of the costs of public enterprises, carried out by the Ministry of Finance and presented to the Second Public Council to the Minister of Finance, dedicated to the capital expenditures of the state, the total amount of contracts concluded by state enterprises for this period is over 20 billion BGN. BGN 11.7 billion were completed with public procurements, and BGN 8.6 billion - without public procurements, as the amounts included both the framework contracts and those at estimated prices.
