The European Commission has launched initiatives to more effectively address infringements of intellectual property rights. Measures are required to deal with cross-border litigation and tackle the problem of counterfeit or pirated goods imported into the EU.

These goods represent 5% of the total volume of goods imported into the EU and amount to € 85 billion. The Commission also encourages negotiation of licenses that are fair and balanced and rewards businesses for their innovation, while allowing other entities to use technology to create innovative products and services.
