The Law on Normative Acts provides that the approval of draft laws and the adoption of by-laws of the Council of Ministers shall be carried out on the basis of a legislative and operational program for a six-month period. The programs provide planning of the acts that the Council of Ministers will consider and adopt during the period.
The legislative and operational programs are for the period September - December 2023 and the process of their preparation began immediately after the adoption of the Management Program of the Republic of Bulgaria for the period June 2023 - December 2024.
The legislative program includes 76 bills, during the drafting of which the Program for the Management of the Republic of Bulgaria June 2023 - December 2024 was taken into account; National Development Program "Bulgaria 2030"; The National Recovery and Resilience Plan; The Action Plan for 2023 with the measures resulting from Bulgaria's EU membership and two decisions of the Council of Ministers related to reducing the administrative burden (Decision No. 704 of the Council of Ministers from 2018 and Decision No. 163 of the Council of Ministers from 2014 for adoption of the Registry Reform Concept (as last amended by Decision No. 298 of the Council of Ministers of 2021).
The 76 legislative proposals included are as follows:
- Eleven new laws that will undergo a comprehensive preliminary impact assessment;
- The three annual laws - on the state budget, on the budget of the state public insurance and on the budget of the National Health Insurance Fund;
- Fifty-three laws amending and supplementing existing laws, four of which will undergo a comprehensive preliminary impact assessment;
- Nine proposals for ratification of international agreements.
The operational program provides information on the basic provisions of the proposed legislation and the consequences of its implementation, on the objectives and grounds for the adoption of the acts and the deadlines for their preparation, coordination and adoption.
The operational program includes 70 drafts of by-laws under the competence of the Council of Ministers and are as follows:
- Regulations for the implementation of laws - 5 pcs.;
- Regulations - 23 pcs.;
- Tariffs - 7 pcs. and others.
